The problem was discussed before:

But there it was all about kcalc and kspread: it would be nice if KP_Decimal could follow locale settings in every app as konqueror (it could be useful in google calculator), kate, kwrite. Everywhere you could type numbers it could be great to use only the keypad, i think this issue should be corrected globally, in kde or kdelibs not only in a few apps.

P.S. My locale is IT but the problem is noticed in DE, ES and i think other european languages.
