Kickoff and the classic menu don't have the "System Settings" application listed in the "Settings" menu. 
Kickoff has the "Computer"/"Favorites" tab where you can find it. But if you use the classic kmenu you find it in the  "Favourites" section. It would be easier and more intuitive to find it in the "Settings" menu.
