I think this isn't as noticeable as it could be due to the bad driver situation - all menu's are pretty slow. But the moving thing is weird.

I can see why there needs to be a submenu delay - in some situations (for example with the copy-to submenu in konqi/dolphin) its needed to prevent menu's from popping up too soon. It probably should be configurable, though.
