------- Additional Comments From vovan888 gmail com 2008-02-22 21:04 -------
I saw the same bug with KDE 4.0.1 on Gentoo x86
X11 config [xorg.conf]:
Section "Extensions"
 Option "Composite" "Enable"
 Option "RENDER" "Enable"
 Option "DAMAGE" "Enable"
 Option "XVideo" "Enable"
EndSection

Section "Device"
 Identifier "ATI HD2400"
 Driver "fglrx"
 Busid "PCI:1:0:0"
Option "XAANoOffscreenPixmaps" "on"
Option "VideoOverlay" "on"
Option "TexturedVideo" "on"
Option "Textured2D" "on"
Option "TexturedXrender" "on"
Option "UseFastTLS" "1"
Option "BackingStore" "on"
Option "MaxGARTSize" "256"
EndSection

If the "Desktop Settings -> Visual effects" are all off then I see this bug.
If I turn Visual effects on - then the bug is gone.
