this reports amounts to "make everything smaller". there are several problems with this:

* it isn't the focus of some kde apps to be minimalistic but to be featureful and integrated (okular is an example)

* kde4 is actually slimmer (if you don't use composite) than kde3 in most cases

* there are no hard targets to hit in this report making it impossible to actually ever close this report

so it's a report that can't actually be fulfilled asking for something that often isn't our mandate on a topic we're actually doing better at.
