When using Oxygen or Ozone window decorations, the glow around the window is
drawn on top of the "What's this" tooltip if it intersects with the window
border. To see this, press Shift-F1 and click some window element near the
border. The appearing tooltip will be covered by the glow around window, while
the tooltip must cover the glow.
