The right place to do this is either the KDE 4 colors KCM or the code in kdebase-workspace which generates .gtkrc-2.0 etc., not something in the libs which gets run even when you just install a KDE 4 app.

It shouldn't be a transition wizard, the colors KCM should just output the entries for KDE 3 too. We go out of our way to set the colors even for GTK+ apps, why not KDE 3 apps?
