It's either installed in the wrong place or your KDEDIR environment
variable isn't set correctly.

Presumably you compiled it yourself, try changing the configure command to
./configure --prefix=/opt/kde3 (on suse, or /usr on most everything else).

or setting KDEDIR to include /usr/local/kde or whereever it is currently
installed.
