For some reason, the call to "UMLApp::activeWindow()" in line 2515 of
"umlapp.cpp" returns "nullprt".

I believe this is why the export dialog does nor stay on top.

If I change:

DiagramSelectionDialog dlg(m_printSettings, UMLApp::activeWindow());

to

DiagramSelectionDialog dlg(m_printSettings, this);

the behavior is as expected, and the export dialog stays on top.
