Coverity check CID 268365: unsafe_xml_parse_config (UNSAFE_XML_PARSE_CONFIG)

Passing 1 (value: 1) to xmlSubstituteEntitiesDefault(int) will
allow entity substitution which can allow malicious entities
to be substituted.
