One possible approach would be to prevent the selection from changing the
Z-order and to add a separate context menu item labeled “Bring to Front” to
preserve the Z-order functionality, which would also resolve the issue reported
at https://bugs.kde.org/show_bug.cgi?id=337227#c2.
