Failure of the program to start as described below has been overcome by
replacing the file libcrypto-10.dll which was installed by the package with a
more recent 64bit designated file: libcrypto-1_1-x64.dll.  While this corrects
the problem on this installation, the current download distribution still
contains the offending dll.
