I can confirm that the required path is not added to the compile line probably
caused by a hidden issue in the kdeplatform and/or kdevelop package.s

A workaround is configure the build with 

cmake -DINSTALL_PATH=/usr/include/KF5/ThreadWeaver <source-dir>
