Bug-83444 initial tooltip support

I have attached a diff, but I also setup a repo on gitlab, just not KDE
part since I don't have write access it wouldn't let me write to the KDE
repo I set up first.

To be honest I'm not sure how to do the merge request between the two
locations. I'm at https://gitlab.com/justlinux/umbrello.
