When creating attributes for a class they remain private, regardless of any
attempt to set tem as public (I haven't tried others) until they are saved.
On re-opening the dialog for the attribute it is possible to save it as public

Reproducible: Always

Steps to Reproduce:
1. create/open a class
2. create an attribute
3. set it to public
4. save attribute
5. re-open attribute

Actual Results:  
It is still private

Expected Results:  
It should be public
