?? How will they compile KDE4 code if they don't upgrade kdelibs to the 4.x version?
Qt/KDE 3 and Qt/KDE4 are source incompatible...

KDE_IS_VERSION is a compile-time check, not a runtime check.

The point is that the sources in trunk require qt4/kde4 now, so there's no point
in keeping old checks for qt3/kde3 hacks.
