Not an RPM (since it would be OS-specific) but how about an SRPM?

Turn this into an RPM with "rpmbuild --rebuild umbrello-1.2-1.src.rpm".

I recommend doing this as a mortal, not as root. You just need a 
~/.rpmmacros that defines %_topdir to the top of a hierarchy like that used 
by root.
