small update for model views and view filters.
  - view state is now encapsulated in the view filter
  - emits a signal when the state is toggled
  - derived model views disable actions when the state is toggled
the net result is that certain actions are disabled when a view
is no longer available. another option would be to itereate thru
containers and actually hide the view, but that seems a bit like
overkill.
