Yes, it for when copying a whole diagram.  Not used very much I should
imagine.

I don't see why the zoom level shouldn't be copied, the user probably has
a sensible reason for setting it.

It can be a bit tempremental about when it allows cut/copying and
pasteing.  Try clicking on a diagram in the list view, clicking the copy
button in the toolbar then clicking the paste button in the toolbar for an
example.  Should create a copy of the diagram with the same name but _1
added on the end.
