Yes, you can assign priorities... higher priority indicates that it has the be 
implemented sooner... Also, it is possible to "postpone" items... those are 
items that will not be fixed until something has happened...

This requires to be an admin... Any project administrator can qualify you as 
such... to do this:

1. login in
2. go to uml project
3. choose Admin
4. choose User Permisisons
5. choose User of which you want to edit the permissions.
6. for Bugs/Features/etc make this user Admin
