No, it was a kludge.

My impression from #kde and kde-devel list is that the KDE autoconf stuff
doesn't do KDE 2 and KDE 3.

So while it could be played around with to make it work with KDE 2 and 3
that would all have to be done away with if it was moved into KDE CVS.
