TagLib v2.3 released

Hi all!

We are happy to announce the release of TagLib v2.3.

Notable new features of this release are the support for chapters in MP4 files
and for BEXT and iXML chunks in WAV and FLAC files, and improved speed when
reading and writing Matroska files. There are also important bug and security
fixes included.

I'd like to thank everybody who contributed to this release, especially
Ryan Francesconi and Garry Hobman.
