taglib on Haiku

We had a Google Code-In student update taglib to build on Haiku again.  To
do so he had to remove FORCE from four lines.  See has patch on this
haikuports pull request.  Would changing this to not have FORCE on those
four lines break the build on other platforms?  If not can you consider
applying his patch?
