Empty WCOM fields in id3v2 tags

I have a similar problem with 1.8 that was discussed in the Dec 2012 thread "Fail to extract cover art from mp3".   In my case, the WOAR frame had a length of 0 and the id3v2tag parser rejected the tag.

Wondering if a taglib developer has investigated this issue in order to submit a fix?
