W000 URL link frames

Some customers are encountering tags with 'W000' URL link frames in ID3 2.3 tags.
Reading the ID3 specification,
http://www.id3.org/id3v2.3.0/#head-66afd8fc82926f98baa42eade0a5e96010a2d77f
I can't determine if this is a valid, custom frame ID:
'ID: "W000" - "WZZZ", excluding "WXXX" described in 4.3.2.'
or if the only allowed IDs are the ones outlined in the document:
WCOM, WCOP, WOAF, WOAR, WOAS, WORS, WPAY, and WPUB
I'm using the 1.7.x release of TagLib, and it seems that decoding the tag stops / fails at this frame:
At this point I'm not sure if: a) W000 is not supported by the ID3 specs, b) not supported by TagLib, or c) not correctly written in the tags.
