Dropping automake/autoconf support for 1.6.2

Hi everybody,

I'm preparing a new bug-fix release and I'm having big problems
building a tarball that works correctly with autotools. On my older
machine I was at least able to build and install the package, but with
autotools packages that come with the latest Ubuntu it fails to
install (I can't install even older released versions of TagLib, they
all fail). The problem is basically that libtool doesn't build
taglib/.libs/libtag.so.1.X.Y. Versions:

 - libtool 2.2.6
 - automake 1.11
 - autoconf 2.64

Removing a build system is not something I'd like to do in a minor
release, but I don't know what else to do. I could replace it with a
proper automake build that doesn't use obsolete KDE scripts, but I
don't see the point and that's even larger change than removing the
old build system.

Would somebody strong object to removing the build system? If yes,
I'll need some help fixing it.
