Writing ID3v2.3 tags - what do you use?

Windows Media Player and the shell itself (explorer.exe), including that of
Windows 7 are unable to ready ID3v2.4 tags.
I can only assume that some of the other built in programs from Microsoft
(Windows Media Center) behave the same way, though I have only explicitly
tested the above.
