String::toInt() handling of '+'

Hi.

I am brand new to using TagLib.  In my initial experimenting, I have 
discovered that any String that has a beginning + sign will not be 
properly converted by toInt().  It only seems to check for a leading - sign.

Is this done for some reason or just an oversight?

(And I apologize if this should have been a bug report or feature 
request instead.)
