[PATCH] Conditionnally suppress taglib debug output

Hello,

I suggest to disable taglib debug output, depending on an environment
variable, say TAGLIB_NODEBUG.

I use vlc with the ncurses interface, and I sometime get annoying debug
messages, such as "Invalid sample rate.".

I may in other applications need the taglib debug messages, so I want to
leave it compiled without -DNDEBUG.

Any objection ?
