Borland BCB6 wrap taglib 1.4 ?

In Win XP with Borland C++ Builder 6 ,
considering wrapping taglib 1.4 into BCB6 object .

Any help or encouragement appreciated .  

Where is API documentation ? 
What kind of link to attempt ? 
Any Delphi use ?
