id3lib-3.8.3 - several tags in ID3_Tag instance ?

I am wrapping id3lib-3.8.3 into Borland C++ Builder 6 object .

In Documentation for ID3Lib 3.05 : 
ID3_Tag::Link() ... automatically gains access to any 
    ID3v1/1.1, ID3v2 and Lyrics3 v2.0 tags present in the file .  
The class will automatically parse and convert 
    any of these foreign tag formats into ID3v2 tags . 

? Can someone explain this a little more ?

? After Link() , does ID3_Tag instance contain several ID3v2 tags ?
  or a single ID3v2 tag with a list of Frames , 
  sometimes with duplicate FrameIDs ? 

? In what order are Frames with duplicate FrameIDs ?
