Taglib can't read lame encoded tags correctly

Hi all,

I am encoding a song with,

lame --ta ŞŞŞŞŞŞ test.wav

or

lame --ta ŞŞŞŞŞŞ --id3v2-only test.wav

and resulting test.mp3's Artist is shown malformed in Juk and Amarok but looks 
correct with id3info. Any idea who is faulty here?
