taglib (and encodings?)

I am experiencing a weird issue where I set certain mp3s with the
russian title "Название" and the mp3 ends up with "0720=85". This
occurs using the tagpy bindings. However, the text is correctly set if
I use a mp3 file that doesn't have any tags to begin with. So, this
behavior only occurs with certain mp3s.
