Speex tag support in taglib

This is a patch for Ogg/Speex support in taglib (1.4). Could this be imported 
into SVN?
If not please identify any issues for not including it or reasons for not 
including Speex support in taglib.

The implementation does not depend on any external libraries, and is based on 
taglib Ogg/Vorbis & Ogg/FLAC support.
