Qt notification plugin

Hi Samuel,

Sounds interesting.

It would be great to have the support for the Windows Toast
notifications in Qt but these notifications require the new Windows
runtime (probably incompatible with Qt for desktop applications) and
are only compileable using MSVC.

My solution for this was to create a command line application
https://github.com/Snorenotify/Snoretoast which is called by
Snorenotify.

But this is no solution wich is applicable for Qt.
