I am not sure, why this does not work for you out of the box, sorry
about this. Is your Windows OS localized to Spanish? Either way, the
following should do the trick:

Open a command window, run
  cd C:\Your\RKWard\Installation\KDE\bin
  SET KDE_LANG=es
  rkward.exe
Tested and works in a Win7 virtual machine. Consider putting this in
a .bat file for now, or set the KDE_LANG environment variable to es,
permanently (Control Panel->System->Advanced->Environment Variables).

In fact, I do note that translations for system messages are missing,
in the binary bundle installation, though. I'll have to think about how
to fix this (probably this can only be done using a separate download,
after all). If you want to fix this for yourself, today, you'll have
to:

  1. Download the KDE on Windows installer:
http://winkde.org/pub/kde/ports/win32/installer/kdewin-installer-gui-1.0.0.exe
  2. Run this, point it to the "KDE"-folder inside your existing RKWard
  installation (C:\Your\RKWard\Installation\KDE)
  3. All other settings should be ok, simply click "Next"
  4. Click "language packs", and install "es".
  5. I am not sure, whether you will now see the Spanish version,
  automatically, whenever starting RKWard, or whether you will still
  have to follow the above procedure of setting KDE_LANG. Feedback on
  this would be appreciated!

Once again, sorry about the inconvenience. I had - wrongly - expected
this to "just work". I'll try to come up with a proper solution as time
allows.

P.S.: The translation files for RKWard itself are installed in
  KDE\share\locale\*\LC_MESSAGES\rkward.mo
and
  KDE\share\apps\rkward\po\*
inside your installation folder.
