My best guess at this point is that you used the "custom installation"
procedure, and somehow the version of KDE you installed is not
compatible with the one required by RKWard (there could be several
causes of this). Before anything else, please

- Reboot your system
- Remove/Rename your existing RKWard installation
- Install RKWard using the "Installation bundle"
- Start RKWard.exe inside that installation

Verify that this works.

From this point, you can actually use the "custom installer" to point
RKWard to a more recent (installed) version of R on your computer. To
do so, simply run the installer, and point it to the KDE folder inside
your bundled installation, and the installed version of R, whereever it
is.
