Yes, just create the file rkward.list inside that folder. If you prefer, you
can also add the line to your /etc/apt/sources.list, instead.

No, this issue is due to a problem with the KDE installation directories in
Ubuntu jaunty, and has nothing to do with your version of R.
(If you do update your version of R, you may need a different .deb / apt-line,
as detailed on http://p.sf.net/rkward/binaries .)
