Update:
I just found that it is likely a third kind of error: "There has been an error
XYZ while starting up the PHP backend...". With the current version of PHP4
in debian unstable, I can see this error, too. It's due to PHP producing some
warnings at startup that it should not. See

and http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=361789 . (Not sure, whether
other distributions besides debian are affected).
It works fine with php5-cli, here, so if you have that option, try installing
php5-cli, and changing the setting for the PHP binary to /usr/bin/PHP5
(or similar).
