We (KDE translators community) discussed the threshold setting many years ago (IIRC more than 4/5), especially because this is something we used to do long time ago (up to kde3 fully, and for KDE SC stuff only afterwards, IIRC). What we thought is that the percentage of a translation does not really say much about the status of what the translation represents:
- sometimes even a 50% translation is enough to give an overview of the vast majority of a GUI, leaving corner error cases and minor features untranslated
- a 90% translated GUI could still show critical error messages/texts untranslated, and potentially be problematic for the user

Also, a translator working on a new translations would be more motivated seeing their new work shipped even if not totally complete, or e.g. slightly below the threshold. Maybe there were more reasons, best ask to the translators' ML for more details. Anyway, this is why we now ship every .po/.ts file, no matter its status.
