OK,
I've double checked on Windows 10 and on one Windows 11 native installs all
present the same problem on:

rkward-master-1112-windows-cl-msvc2022-x86_64.exe
<https://cdn.kde.org/ci-builds/education/rkward/master/windows/rkward-master-1112-windows-cl-msvc2022-x86_64.exe>
They are not loading the plugins,
