REUSE license specification

Hi!

A quick notice to contributors: As part of finally completing the
kdereview process for RKWard, I made sure to have our sources fully
REUSE-compiliant.

In essence that means to explicitly specify a copyright and license
info for every single file in the project - which is quite a number in
our case. We still had a great many files without that info. Please take
a look, perhaps with a focus on the areas you remember contributing to,
and adjust as you feel appropriate.
