This turned out to be harder to fix, than I had thought, but I hope to
have solved it:

- Plugin maps are grouped by id, and in fact to users, maps with the
  same id will simply appear as one map.
- Internally, we still keep info on all the map files, but pick the one
  with the most recent version number (or timestamp, if version numbers
  are identical), automatically.
- When adding pluginmaps from temporary locations (and removing them
  again), this allows to still fall back to the previous version.
