KShimgen allows to "link" an executable to a different folder on
Windows. Unfortunately, the link-end, here was one that only existed on
the build machine.

Ought to be fixed in the next nightly (whenever that comes around; our
MinGW build are working, but the MSVC builds are currently broken due
to a problem outside of rkward).
