R libs issue with R 3.6

hi,

after the upgrade to R 3.6, the R libs directory i defined via

 settings/configure RKWard/R packages/R library locations

was not set correctly in R's environment when RKWard is started (the %v 
variable was ignored). this was probably due to the fact that the 3.6 
directory was not existing yet. the location was silently added with only a 
portion of the intended path -- a clear warning or option to create the 
missing dir would be nice, instead.
