The intention was to have "Manage R packages and plugins..." (aka
"configure_packages") last in the menu, with a separator, above. But this bug
claims the order is undetermined. In fact, looking at this, now,
"configure_packages" does _not_ end up as the last entry in the Settings menu
in an English locale (although it's not ordered alphabetically, either).
