One additional thought:

What do you get when running this?
# php5 -r 'echo (ini_get("open_basedir") . "\n");'

A blank line, or some output like "/var/www"? In the latter case, that would
be the problem (not sure, why no error message gets displayed, though).

Could you also try downloading the files "php.ini", "Makefile.am", and
"phpbackend.cpp" from
http://rkward.svn.sourceforge.net/viewvc/rkward/trunk/rkward/rkward/scriptbackends/
(download them to the rkward/scriptbackends subdirectory of the sources from
the test .tar.gz mentioned in the previous post)? Then re-run make; sudo make
install, and try again. Any luck this time?
