Changing CI builds to RelWithDebInfo from Debug

Seems like a good idea to me. Since trying it is cheap, I would say we do
that and compare both size and CI time. I expect the compile time to go up
but the test time to go down (thanks to the optimized code), so it's hard
to predict if overall we will gain or lose in total time. We can decide if
it's worth it when we see the difference in size and time.
