Including qrca in KDE Gear

It was originally meant to go into Plasma Mobile Gear when that was still a 
thing, but was rejected there due to the PinePhone (?) not having a working 
camera (which obviously wasn't Qrca's fault and didn't limit its usefulness on 
other devices).

And since it's in the KDE F-Droid repos there was little pressure for releases 
as those don't really impact what is actually shipped/available there. This 
changed now that Plasma wants to use it though.
