Moving KGraphViewer & Massif Visualizer to KDE Gear (-> 24.08)

So after discussion the "next occasion" would be 24.08, and until then some 
stand-alone releases will happen (currently prepared).

In case of positive decision on the proposal for Gear inclusion, prepared
